"Chill" is a serving temperature and a temperament, and both are routinely gotten wrong. Whites too cold, reds not cold enough, and everyone at the table wound far too tight about all of it. Wine exists so that people will sit down and be pleasant to one another. Being insufferable about it defeats the entire apparatus.
So: chill the bottle, chill yourself, pour for the person beside you. That is the whole of wine law. The hat is a reminder for everyone else.
